Gordon Helpman, do-it-yourself freak and inventor... succeeds in something sensational. He discovers the fuel for tomorrow: Super D-3... Helpman need not worry about marketing. His friend Sackelhuber, a manager is available to take it into profitable hands. A friend of Sackelhuber cares about patenting and the national promotion: Dr. Fritz Dampf, a well-known politican with connections, and politically right from the center.

The citizens sing „In our city stinks“. And here they are, the „beneficiaries“ of all these gutless people: Hosenscheißer, who never risk anything, Klara, who checks up everything, and little Molly, who is rather potty, Luigi, the Italian immigrant worker and the member of the workers commitee Emil, the conciliatory Hüpfer, and sanctimoniousDr. Spieß... Something must be done. Against Molly‘s fantasies of explosions and liberty Klara opposes reason and consideration: We need a civil rights initiative to represent our interests.

Such a civil rights organization is not easy to realize. Some think only of their own health, others want real improvement. They fear staff reductions, although the production increases... Klara formulates the demands: New filter equipment must be installed, no stuff dismissials. But these reasonable demands lead to controversies. And the meeting breaks up...

Big celebration for the anniversary of Super D-3...The anxious Dr. Spiess disturbs the merry gentlemen party: The air pollution is intolerable...radicals stir up the people. Sackelhuber soon finds the guilty party: Helpman. And he...conjures out of his hat: A superfilter...,promoted by the state...and for the deescalation politicans are responsible. The deputy Dampf must speak to the angry people.

Klara and the civil rights initiative have organize a demonstration. But for some of them it does not go far enough: Molly throws a bomb...It destroys the solidarity, the consciousness of the community. And Dr. Dampf can play an easy game. Divide, prevail and manipulate. The superfilter...gives a clear view on the freiheitlich demokratische Grundordnung.  Such words are easily believed and people such as Klara, Luigi, Emil become isolated...“
